You got a job to level 65? Congratulations! You can become a magus by talking to Rune Merchant in either the brakmar or bonta magus workshop.
Now, once you've become a magus, you can buy the tools you need and runes from the merchant, I recommend leveling up your magus to 100 before actually trying to mage your gear just because you have better odds that way.
All items and stats have a thing called a power. A power is a value based on the stats your item has. Each item has a total power and a max power, and each stat has a current stat power and a max stat power. You can use dofuswiki.wikia.com/wiki/Mage to find the power that every stat has, it includes new stats not present in dofus 1.29 as well but the values for the ones that 1.29 has are accurate. These powers are important because they are what limit the stats you can have on your item.
And now, for the boring bit:
You can calculate the max stat power by doing the maximum amount a stat can have*it's power and the current stat power by doing the current stats it has*it's power
You can calculate the max power by adding up the max stat power of every single stat and the total power by adding up the current stat powers of all the stats your item currently has.
An attempt at maging will ALWAYS fail (except 1% of the time, critical success yay!) when the current total power+the power of the rune you are using exceeds the max total power*1.2
An attempt at maging will ALWAYS fail (except 1% of the time, critical success yay!) when the current stat power+the power of the rune you are using exceeds the max stat power*1.6
These are the hard boundaries maging has, you can almost never mage a 50 chance item to more than 80 chance, and getting it to 80 chance means sacrificing some other stats.
For the chances of succeeding, you get a value between 0 and 100:
Always succeeds if current stat power + rune power is less 80% of max stat total
If current stat power + rune power is between 80% and 100% of base stat power and total power is lower than max power, chance at success is 90*(current Job level/100)
If current stat power + rune power is between 80% and 100% of base stat power and total power is higher than max power, chance at success is 60*(current Job level/100)
